Position Title:         City Clerk

Salary Range:        $70,000-$75,000 (DOE)
Job Summary
Serve as the City Clerk; act as secretary to the council; responsible for all municipal election duties; and perform related work as required.

DUTIES & RESPONSIBILITIES
Essential Activities
    • Serve as the clerk to the city council; present communication at commission meetings; prepare minutes; prepare agenda’s; maintain planning commission and  zoning board reports; perform follow-up work.
    • Supervise office and counter services including processing of voter registrations, the maintenance of election files, the issuance of city licenses, and the maintenance of official city records including commission minutes, resolutions, city ordinances, property records, contracts and other documents.
    • Organize and supervise election in the city. Recruit and train temporary election workers, and plan precinct staffing. Draft ballots for city offices and coordinate the printing. Direct precinct election operations, coordinate the canvas of votes, and oversee recounts.
    • Prepare budget requests for the clerk’s office, maintain activity records, and coordinate office and election operations with those of related city and county departments.
    • Act as secretary to the Council and various other boards such as Zoning, Retirement, and Cemetery.
    • Handle record keeping relating to cemetery including selling lots, and recording deeds.
    • File death and birth certificates; keep records of all city-owned vehicles and properties.
    • Perform related work as required.

Reporting Relationship
Policies and budgets are set by the City Council. The City Manager makes special assignments and is consulted on unusual work situations. This employee conducts the ongoing functions of the position with considerable independence according to established regulations and procedures. The work is usually checked upon completion through the review of reports. This employee supervises the part-time Deputy Clerk and a small number of part-time clerks, and a large number of temporary election workers.

Job Qualifications
    • Must have knowledge of secretarial science to efficiently prepare a variety of reports, correspondence and city documents.
    • Must have knowledge of the principles and practices of public administration to manage the business operations of the City Clerk’s department.
    • Must have knowledge of the laws and regulations governing official duties of City Clerk.
    • Must have skill in establishing and maintaining effective working relationships with public officials, community organizations, co-workers and general public.
    • Must have a high school diploma and five years of progressively more responsible municipal administrative experience.
    • Must be a Notary Public.

POLICE SERVICE AIDE PROGRAM

 
Starting Pay Rate: $12.00/Hr (Part Time/Up to 28 hours per week)

 Qualifications:

  1. File a properly completed application, which is acceptable to the City of Wayne, and provide satisfactory responses to requests for additional information,
  2. Citizen of the United States.
  3. Be at least eighteen (18) years old.
  4. Possess a high school diploma or a valid equivalency certificate.
  5. Possess and maintain a valid driver’s license.
  6. Have no more than two (2) hazardous traffic violations in the preceding five years, or a total of no more than four (4) points on or after the date of application. The accident history, regardless of fault, will be considered in the appraisal of the applicant’s overall driving skills and, therefore, eligibility.
  7. Have no prior felony convictions.
  8. Any misdemeanor charges and convictions will be reviewed on a case-by-case basis to determine eligibility of the applicant.
  9. Pass a drug test, checking for the presence of illicit controlled substances.
  10. Pass the department’s Oral Review Board.
  11. Pass the department background investigation.
  12. Pass a fingerprint check.
